A 21-year-old Waukegan man was arrested Thursday, Sept. 29, on charges of indecent solicitation, aggravated criminal sexual abuse, grooming, and internet contact with a teenage girl through social media and cell phone.
The man is identified as Rafael Torres of the 300 block of North Butrick Street, a bus aide for Illinois Central Bus Co., a transport contractor of the Waukegan School District.
According to Waukegan police, the teenager’s parents reported to police in August about their daughter’s inappropriate texting with an unidentified man beginning in July. Detectives were able to track down the suspect as Torres. The victim and the suspect, however, never met in person, police said.
Torres was remanded to Lake County Jail after appearing in bond court Friday. His bond was set at $30,000. Torres is due for a hearing on Oct. 4.
