Waukgan Arrests: One Charged with Shooting; Another for Having Fake I.D.

Both charged with possession of cannabis

Two men were arrested by the Waukegan Police Department Gang Intelligence Unit following a report of shots fired at two juveniles in the 300 block of George Avenue in Waukegan at approximately 8 p.m. on April 12.

The victims, who were uninjured, told police they were shot at by a suspect in a black sedan. A house in the area was struck by a bullet or bullets from the shooting. No one in that home was hurt.

Victor Zuluaga, 23, of the 4000 block of Continental Avenue in Waukegan was charged with two counts of aggravated discharge of a firearm, unlawful use of a weapon by a felon, unlawful contact with a street gang member, and unlawful possession of cannabis.  Zuluaga is currently being held in the Lake County Illinois Jail with a $300,000 bond.  He will appear in court on May 8.

Also arrested during the investigation was Axl Ramos Ruiz, 2o, of the 2900 block of Gideon in Zion.   Ruiz was charged with possession of a fraudulent U.S. permanent resident identification card, unlawful possession of cannabis, and minor traffic offenses.  He is currently being held in the Lake County Illinois Jail on a $40,000 bond.  Ruiz will appear in court again on April 18.
